Sounds like you were really understanding what REIKI energy is all about and what you as a channel are capable of and then comes paragraph 7. Sounds like you are talking about a voodoo curse doll or something.

Why would you be doing REIKI on someone who kicks dogs? Would someone who kicks dogs come in for a REIKI treatment? Although maybe he would have a sore foot. In that case I don't think that REIKI would work on his foot.
I really don't know how to answer this except that REIKI is loving energy. It can't be sent to intensify someones pain. YOU don't have the power and YOU would not be a REIKI practiioner/master if you thought you had the power to hurt people. The only thing that can make a difference in REIKI treatments is the willingness of the client to accept the REIKI energy.
