There's some good stuff in old posts about this topic.

My viewpoint: hands are noticeably hot to the practitioner when starting out in Reiki, likely due to the clearing that's going on within the practitioner. Just like with electricity, resistance creates heat.

As time goes by, and the practitioner gradually clears out the resistance, the practitioner's perception of temperature changes, typically cooling. That can be a good thing, indicating free flow of Reiki.

From the client's view, some conditions need coolness instead of warmth, for example liver inflammation.

My advice to students is, do not get attached to subjective hand warmth as an indicator that Reiki is working. Your experience will change over time, of what you feel while giving Reiki. Check in with the client, see what they're feeling.

It's easy and understandable to equate hand warmth with good Reiki flow, because it's such a dramatic thing in the beginning. As you continue your practice, and connect ever more deeply with Reiki itself, just be mindful of how YOU are changing, growing and healing from your practice. Everyone has their own indicators of how Reiki is working for them and others. The important thing -- is self-healing improving for you and clients as you deepen your practice?

Personally, I perceive coolness as a good thing, take it as meaning my energy is more in balance.

Blessings,
Aronaya
