That's an excellent way to talk about it -- negative energy is relative, never absolute. As others here might say it, the relative world is samsara, illusion.
That does remind me that the above-mentioned Master Duan did say some things suggesting he had experienced satori or Oneness through his practice of Qiqong, so I suspect his view of 'ill' energy was from the perspective of his transcendent experience.
By the way, he called his practice Primordial Chaos Qiqong.
