Finality,
Well, there's been a big debate in Sweden about it anyway. The Swedish health authorities demanded labels on each pack of moist snuff saying 'Snuff kills', 'Snuff gives you cancer' etc, the same as on cigarette packs. When studies showed them wrong they had to withdraw their demand. (The test mice in the studies didn't catch cancer. Makes one wonder how on earth a mouse can put snuff under its' lip???). The pack I have on my desk right now says 'This tobacco product can harm your health and is addictive'. Note the 'can'.
I guess it's a question of quantity and length of usage if and when it actually harms you, like with everything else that could harm.
