They're a not-for-profit insurance company. But they only take "good drivers" (which is why the rates are so low) so if you have more than 1 ticket or 1 accident on your record you're out of luck.

NJ Manufacturers Insurance Co. is excellent because the rates are low (no middle man agency) and they pay policy holders a "dividend" every year. You need to have a clean driving record and be employed by an employer on their "list" in order to be approved. Their phone number is 800-232-6600.
